Phil Weaver, CEO of Oakview Management and owner of Roosters Men’s Grooming Centre, oversees 40 salons across Eastern Ontario while helping train the next generation of stylists through his organization’s beauty academies.

In Ottawa’s grooming and beauty industry, Phil Weaver has quietly built one of the most influential portfolios of businesses in the city.

Over the years, Weaver has developed a network of salons, training institutions, and grooming centres that collectively shape how thousands of Ottawans experience professional haircare. In 2019, his group acquired two beauty academies in Ottawa and London, Ontario, helping train the next generation of hairstylists, barbers, estheticians, and medical esthetics professionals entering the industry.

“When you work in this industry long enough, you realize it’s about more than haircuts,” Weaver says. “It’s about people, mentorship, and building places where professionals can develop their craft.”

It’s a rare position in the industry. While many owners focus on one location, Weaver’s work spans the full ecosystem of grooming. He develops talent, builds businesses, and creates spaces designed around the evolving expectations of modern clients.

Among those ventures is Roosters Men’s Grooming Centre, a concept that reflects Weaver’s belief that men’s haircare deserves the same level of attention, expertise, and environment traditionally associated with high-end salons.

Weaver’s perspective on barbering is shaped by a career that spans both entrepreneurship and mentorship. Before entering the beauty industry, he spent nearly three decades in the technology sector, building and scaling businesses globally. When he transitioned into the salon industry in 2008, that operational experience helped him expand quickly while maintaining a strong focus on professional training and standards.
Each location is staffed by experienced Master Barbers who bring years of experience and ongoing education to their craft.

Roosters barbers stay current with new styles and techniques, but always with an emphasis on those foundational skills.
